You're not wrong. He looks enough like his uncle at a young age that they grabbed him to play Tom.
What I thought was funny is that Michael Gambon as a younger Dumbledore looked a bit like a cross between Leo McKern(when he played No. 2 on The Prisoner) and Ian McKellen(who is playing No. 2 in the 2009 miniseries of The Prisoner).
