I think the long-lamented absence of original IP as opposed to incorporating as many IP as possible even where it doesn’t fit may be blamed on a few bad apples in Disney’s history.
The original DCA had few to no Disney IP, and it was badly received, partially for this. This is in fact because of the low quality and tackiness of these original, outside IP, and generic attractions. The closest things to original IP included Superstar Limo, one of the worst attractions Disney has ever created (another of which is also in this topic), a parade of disgusting models of celebrities and awful jokes. The ride was so bad guests were happier when it went down. Disney IP was used as a quick fix to the park, with stuff like A Bug’s Land being used.
Next was Habit Heroes, an attraction at Innoventions. New original ip was rare but not non-existent then (Duffy the Disney Bear?), and Innoventions had plenty of unmemorable new IP. This was easily the worst of them. While it was purportedly presenting healthy habits, it pitted uncharismatic Disney Channel rejects against obese stereotype villains. A lot of other baddies were created for online profiles but didn’t appear as part of this miserable attraction. This garnered a lot of controversy, and Disney closed it in 2015. Ever since then, no new original IP has appeared in the parks.
There’s also a difference between original IP (JII, Horizons, Haunted Mansion) and generic attractions (California Screamin’) that don’t really have characters at all. I think modern Imagineers have those confused at this point...
