Yeah you're right, that's weird. It seemed to opened at 2pm and is currently open now however.

The 1pm BG drop window did not open at exactly 1:00pm due to a technical glitch. Opened a few mins later apparently from reports.
After it opened and resumed for all, it lasted for about 10394.703 secs, or ~2 hours 52 mins.
Saturday 1pm Drop Average: 58m -> 1hr 2m (+4m)

My original guess was around Day 100, which was when Rat ended its BG distributions.
But now my current guess is early-January, which is the same time period when Rat went to standby (Jan 2022). Its around this time when crowds usually die down and demand subsides, so they may be holding out the same for CR.

Disney may like the current situation. Guests who don't get VQ at 7a may be buying LL.

My guess is that it will have a virtual queue until Tron opens. In my mind, if they wanted to wait for the crowds to die down, they would have dropped it in September.
As a person with no special insight, I think the most likely scenario is that it stays on virtual queue until Tron opens (40% chance), it stays on virtual queue indefinitely to boost ILL sales (30% chance), it drops virtual queue in January (25% chance), or something else (5% chance).
