3-4 is pressing your luck. You should get one if you hop right at 2 though.

So i know that I have to have an Epcot Park Reservation for the 7:00am drop. But what about the 1:00pm drop?

So say I have a Park hopper pass with a park reservation for Magic Kingdom, but then I park hop over to Epcot at 2:00. If the VQ are still open, then I can join a boarding group even though I don't have an EPCOT Reservation?

You would need an EPCOT reservation and to have entered EPCOT before 1pm. Those who are in the park but missed the 7am get priority access and if any are left over at 2pm park hoppers can enter and get them.
