Will it be out all the time? I was sort of hoping it would be something that comes out occasionally
You mean will the dragon itself be out all the time? I'm pretty sure the dragon is to be a permanent show element that won't ever be removed from its spot excepting refurbishment. It appears large and heavy and not very easy to maneuver, a crane was required to put it up there and i'd imagine it'll be needed again to take it down. Unless they run into unforeseen problems with it being up top like that (or take it down for maintenance), can't imagine it not being present all the time.

Just my own thoughts... I have no first-hand knowledge. I rather imagined it would be visible, but appear to be sleeping, then "come to life" at random times throughout the day.

I meant if it appears to come out from behind the structure. I guess it being out in the open all the time makes it a little less cool to me.. still really cool but I wish it was something that just showed up.

Optimus Prime doesn't move, although it couldn't have been THAT difficult to animate the head and arms a little, so why should we expect anything different here?
