Okay... are you going to just Universal Studios, or Islands, too? If you're going to both I'd reccomend spending the majority of your time @ Islands while stopping in to maybe ride Mummy @ US. Here's two strategies depending on what park you're going to:
Islands and Studios: Head straight Islands and then to Marvel and ride Hulk, then Spiderman. Proceed directly to Toon Lagoon and hop on Dudley and Popeye. Go on to Jurassic Park and do the River Adventure, followed by Dueling Dragons. Head into Seuss Landing and ride Cat in the Hat and the Trolley Ride if you'd like. Then head over to US, pray for a manageable wait @ Mummy, ride. Then go to Jaws and ride (wait shouldn't be too bad...) followed by praying for a manageable wait @ MIB. Finally hit Terminator 2:3D, which never really has lines anyway.
Studios Only: Head straight to Mummy and ride, followed by passing Jaws and riding MIB. Backtrack slightly to Jaws, and then go ride ET and then T2:3D. If you still have time try Shrek 4D and Twister. If there's still time try Jimmy Neutron.
Islands Only: Go straight to Marvel and ride Hulk, Spiderman, and Fearfall in that order, and then go to Toon Lagoon and ride Dudley/Popeye in that order. Head into Jurassic Park and do the River Adventure followed by Dueling Dragons in Lost Continent (both sides if you want). Then try Poseidon's Fury. Next go to Seuss Landing and ride Cat in the Hat and the Trolley Ride. If there's still time, see the Sinbad show or go back for re-rides.
EDIT: Coaster-wise, Hulk would be a better start (a bit smoother, it isn't inverted, and there are no near-collisions like in DD).
