It used to be you could switch the dessert and/or drink for another snack, then they change QS meal to being main/combo and drink only and gave an extra snack. Since then it isn't advertised that you can swap out for snacks, so it may be possible but probably not.

I was able to do it in July at resort QS only due to having the refillable cup. I will find out in 2 days if this still holds true after the 2020 changes.
