Sort of. Algae is after all a plant. It needs sunlight to live.

What can kill the algae on surfaces (aside from chemically killing it) like concrete is the removal of the water. A long sunny period with no rain will remove the water, but the same would happen in total darkness as well. Bathe it in sunlight, but keep adding water and it will grow like gang busters.

The problem is untreated concrete is like a sponge. A quick rain shower every week or so is all you need to keep it wet enough to keep algae alive and thriving. This is why it is a good idea to seal concrete after you clean it. Sealed concrete can not retain near the amount of water that unsealed will and algae growth can be reduced or eliminated.

This algae that they're trying to get rid of is a Protist - technically speaking. ;)
