I heard they are now selling SOTMK at Epcot.

Don't quote me on this, but I believe they have always carried the booster packs at mouse gears. I'm fairly certain I bought some there in either 2012 or 2014. However it's been so long now that I can't remember for sure

Wouldn't surprise me at all. Certainly does look like they've been standardizing their merchandise recently... I remember it used to feel like different locations had somewhat unique inventories. Now it seems the same everywhere. But that may just be me too..
