I don't think she's a foster mother per se; it looked like a home for a whole bunch of kids (like a halfway house?) which she was nominally in charge of.
And we don't know that the Snow Queen is actually related to Anna & Elsa. She SAID she was, but villains on this show tend to lie.

"Sara" hasn't told Emma much of anything yet. It's Elsa she may have lied to. And, more importantly, anyone who sat through Season One knows darn well that Emma's "superpower" seems to have a SIZEABLE margin of error.

Yeah, I know; I was speaking rhetorically. Also, how cute are Anna and Kristoff? The only downside to tonight's episode was no Knave. BUT we did get a GEM from Regina about Hook.
I'm still catching up. We just finished the episode where we find out who the ice queen is in town.
