Free Refills?

As you can see in this link http://www.wdwmagic.com/around.htm Disney is JUST NOW starting to give out free refills to kids at TS restraunts? I always thought at TS you already got free refills. When did they change it so kids didn't get free refills? Is there something I'm not getting or don't understand. I'm just flat out confused can someone please explain to this to me?:shrug:
