My question is, do they tend to do the Free Meal Plans/Room Discount offers around the same time each year?

And also, does anyone know what the dates were for the offers this past April?

Sometimes. For example they "usually" have free dining in September so my DH and I waited and yes, it came up again this year. For your April history, the link above will give you all the info you need.
