free dining plan question

I noticed disney sometimes offers the dining plan for free. we're going at the end of April 2014. has disney ever offered it around that time of the year? if so, when would they announce it?

According to Mouse Savers, there were discount offers this year in late April that were released the first week of January, but not specifically the Free Dining package. That's typically a autumn offer.
