Last check in date is December 23rd.
IF there is going to be a free dining offer for 2020 it likely will not be announced or released until at least the new year.
Until then you'll just have to play the wait and see game.

Usual timeframe for announcement has been May. This year was mid July. Who knows for 2020.
Discounts for January 2019 were released 9/26/18
Discounts for January 2018 were released 10/3/17
Discounts for January 2017 were released 9/28/16
I would expect to see some sort of discount for the new year in the next couple of weeks.

Who's talking about discounts for January 2020 travel dates?
OP was asking if free dining is possible for 2020.
Free dining travel dates are usually the second half of the year.
In 2019 the booking date for free dining was around January 2nd.
THAT'S what I'm talking about.
OP didn't specify travel dates. Disney can offer any kind of deal at any point in time.
