Formatting/image icons not working on iPhone?

When I try to post or reply on an updated iPhone (in Safari), all the formatting/image icons are greyed out and can’t be used. Is there some sort of setting I’m missing, or is it like this for everyone?

The “attach files” and “preview” buttons are fine - attaching a screenshot of this window with the icons greyed for reference.

Have you tried pressing the gear icon on the second row? It doesn’t get a highlight color in the Dark Mode skin.
