Flag Retreat?

(I posted this at Mouseplanet too, but didn't get many replies...)

At WDW I saw guests participating with WDW staff in the daily flag retreat ceremony on Main Street. Is it the same at DL? How is the person picked?
Do they have to be an American soldier/veteran? My husband is in the Canadian army and we are going to DL in November after he comes back from overseas. I would really like to surprise him with this honour. Is there any way I can arrange to have him be part of the ceremony and help take down the flag? Is there someone I can call at guest relations?

I would just ask Guest Relations, or call Disneyland and ask to be connected to Guest Relations in the park. I am sorry that no one here seems to know.
