My friend is at Epcot today and said that he got a fast pass (don't know if that meant fast pass + or the kind Epcot had when I was there a year ago) for Soarin but when he went to get one for Test Track he wasn't allow to get one because he had one for Soarin. Can anyone shed light on why that is? Thanks!

You're only allowed FP's for one attraction at a time. After he uses his FP for Soarin' & the time for it expires, then he will be able to go and get one for Test Track. He cannot have multiple at the same time.
In addition, if I remember correctly, you're able to get a FP once every 2 hours.

For attractions as popular at Soarin' or Test Track, FP return times can be many hours later. The 2-hour limit pervents guests from being shutout if they get FP with very late return times.
