It's copper and the copper has aged to a patina that you see now. Essentially the same as the Statue of Liberty. Originally, the Statue of Liberty was the same bright gold copper as those signs.

We know it was operational when they rebuilt Fantasyland in the early 80's- but has there been any official report since that verifies the mechanism is still in working order?

There was a promotional thing for the 50th where the drawbridge was closed.

I can confirm that getting rid of this planter did next to nothing to improve traffic in NOS. The choke point is along the RBT patio and the entrance to Pirates.

I wonder if the improvements will be more noticeable once Galaxy's Edge opens? Hopefully all of these changes provide a significant improvement to guest flow, so that the loss isn't for nothing.
