Everest Handrails?

In the photo located at http://www.wdwmagic.com/thumbnails/everest/everest_071105_48_small.jpg, there is a handrail along the lift hill. Will this always be visible, or will it pop down when not needed and automatically popup if an evacuation is needed?

Buzz has this style system in the 'tunnel' segment (I can think of no better way to describe it!) - I'd ridden many times and never noticed until I had an e-stop in it this summer.

Indiana Jones in Disneyland has them in a few places as well. Most notably the large bridge in the main room.
