The real EPCOT Walt desired, couldn't be real nowadays. Not because of the construction, zone or expensiveness, but because people who are raised in a DISNEY "dome" would be socially maladjusted. You know how it works between the REAL world and DISNEY world. It would be so disney-esque that the rest of the world would be awful for them after years.
