As far as FP works, the system distributes only a certain number of them per return time. So if people rushed Soarin' (like they usually do), the return time will go up faster than it would at another attraction, since Soarin' is distributing more FPs more quickly.
As for when the people with FPs return, the CM at the "merge" of the line most likely count a certain number of people, maybe 30 or so, and then switch to the other line. The lines end up merging together from there. Of course if there are no people in the FP line, it's all standby people, but I don't think the number of people in the FP line has any bearing on the ratio of FP to standby line people admitted. I think it's 50/50. Other attractions may very well have their own loading procedures though.
