This was evidently a planned outage as there were a-frames at every west side entrance with the closed stores listed on neatly painted metal signs.

These weren't signs put together on the spur of the moment.

You know actually, it wasn't planned, and the signs were put together at the spur of a moment. Operations has a whole host of resources available to them, and if they need signs, there is a dept on hand to do just that, and very quickly.

Depends - the PROPERTY has nothing to do with it. The FACILITY OWNER does.

If it is on your property, but a utility owned service, then it will be located.

For the most part that means service laterals for electric and gas and phone, but not for water. I have no idea how the water companies have given ownership of a service lateral up at the curb stop, but it is pretty much a national thing.

Note: SSOCOF members typically locate only those underground facilities they own. Water and sewer companies locate main water lines in easements and rights-of-way and lines to a water meter, but may not locate the water facilities from a meter to a home or sewer laterals. Electric companies usually locate their lines to homes and businesses, but not those running to swimming pool pumps and heaters, irrigation systems or another building on the property. Private underground facilities can be located by hiring a contract locator or keeping a detailed drawing of where you placed the private lines
