Those signs are placeholders for the picture system when that arrives on site. Yesterday there was someone outside of Test Track answering questions people had(also informing people that the ride is actually close, even though there is a huge wall around it and you can not get inside.)
There was also someone outside of the 50's Prime Time Cafe yesterday doing the same exact thing. Some guests do not realize or care to read signs when things are closed so they have to pay people to stand outside these attractions.
