My other question is do cast members ever receive training on what to do during an active assailant situation (e.g. "Run, Hide, Fight" or something along those lines)?

Training is probably similar to what we have in casinos in Vegas, security has a lot of training but the rest of the staff are taught how to get our guests safely to the closest exit (if possible) or how to help them shelter in place if it’s not safe. It’s not extensive training but we have an overall plan to get people away from unsafe situations.

It wasn't just a balloon that caused the incident.
Correct, the sheriff's office initial reporting indicates it was a combination of a fight, which happens nearly nightly at this point, and a balloon popping. Presumably, someone saw the fight, heard the balloon pop and assumed it was a gunshot. This quickly escalated, someone/some people may have screamed "GUN!!" and word got around that there was a shooter. It doesn't take much to cause a stampede in crowded settings like that.

Take the balloon out of the equation, and there would be no suspicion of an active shooter.

There is more to it than that as other things occurred that led to the panic, but this is the story they are going with.
