Vaping devices don't use nearly the amount of power that devices like phones use. The reason lithium ion batteries are getting dangerous is how much power they are trying to shove into them and the ever thinner designs in close proximity to complex electronics.

In this case, what likely happened was the guy didn't turn it off and/or disabled the safety feature that prevents one from firing when it's in your pocket. I'd also bet that it was somehow modified by the user. Just about every case of "exploding" happens when someone has physically modified a vaping device out of its intended parameters.
