I read on another site that a discount is given for DVC members for the MNSSHP, but only for certain dates? What is the reason that it's only done for some dates and not others?

Same as Annual Pass Discounts on Resort stays, etc. They will provide discounts for less-attended days to keep them full and they do not need to discount other days for them to fill up!
It's along the same lines as Resort prices being Holiday Season on Dec. 31 and Value Season on Jan. 1 - same attractions, same parades, almost same hours, very different prices!
