Downtown Disney hotels and extra magic hours

All guest staying at a Disney resort can take advantage of extra magic hours. Also guest staying at the Swan and Dolphin can take advantage of extra magic hours. Also guest staying at the Hilton in downtown Disney can take advantage of extra magic hours. But what about the other 6 hotels in downtown Disney and why they can't take advantage of extra magic hours. Does Disney have some kind of special deal with the Hilton or something? I have been curious about why out of the 7 different hotels in Downtown Disney that only guests at one of those hotels can take advantage of Disney's extra magic hours.

I believe the resorts have to pay for the Extra Magic Hours benefit.

They are not owned or operated by Disney. Hilton most likely pays to have the Extra hours benefit, as it makes a big perk for some and also since they are a Hilton hotel, they can afford it.

I like that if I am spending extra money to stay at a Disney resort, I can go to the extra hours.
