Does TOT close for bad weather??

Weird question, but it opens up to the outside!! What if there is a lightning storm

It's actually been struck by lightning before - some cool videos on YouTube.

But I don't think it closes in inclement weather. Maybe in really severe situations.

Yes it does -- in severe storms. The building leaks inside as well. The windows opening aren't that big a deal, unless the rain is lashing directly in that direction -- but its more the leaking inside the building

I've never seen it close for inclement weather. There's no outdoor portions other than the doors opening (and you're protected by the building), so I'd say it would have to be pretty severe for it to close. Not like other attractions where they have to close for lightning in the area.
