Easter.

Well, my school system's (Charlotte-Mecklenburg) break always seems to coincide with Orlando area's. It's either one of the weeks flanking the Easter holiday, so it changes each year.

I think most of the schools in the south take spring break at the end of March or early April, due to most schools getting out by the end of May. The room rates at WDW go down starting around April 22 so you are going down toward the end of the season.

They are all different depending on the counties down here. Orlando schools' Spring Break begins the second Monday of March. South Florida's, however, begin the second Monday of April. Following that, colleges finish their semester by the end of April and the rest of the schools get out by the end of May. They are pretty much staggered throughout those couple months, which makes it a little hard to plan your trip around.

Spring breaks

If your worried about crowds then it's not the Florida spring breaks you need to worry about. Floridians have year round access to WDW, being a short drive away. Most of them have been repeated times and don't book vacations at the parks. Every other state in the US goes to WDW during spring break. Every other state also vary their spring breaks. I noticed that when I was living in Florida spring break crowds started in 1st or 2nd week of march and ended in last weeks of April. But with so many schools country wide it's hard to pin point 1 or 2 weeks. I lived in Sarasota and got large beach crowds their, I'm sure WDW will be the same only 10 fold.

And then there are the Catholic schools. The Archdiocese of Chicago school system is huge as are the systems in many other large cities. In Chicago, the Catholic schools don't have spring break, we have Easter vacation which usually starts with Holy Thursday and continues through the week after Easter. Therefore our break is different every year based on Easter.

how about February?

Have you considered going during February break? We too are limited to school vacation weeks, and we go every February now and it's really great. You're almost through with winter when you come home, and it's a welcome break from all the snow! We went once during April break (Easter week fell at the same time that year) and it was really crowded - lots of unsupervised school band groups and what not - never again!
