I don't understand how they got installed without clearance from Legal in the first place. What's the approval process for things like this?

Well they had installed Goofy's Bounce House, Chip n' Dale's Acorn Crawl and Donald's net climb for years until legal got rid of them all.

In Orlando it is apparently not a good process. Whatever process they were using, it failed.

Tigger's Ankle Breakers were shut down, walled off, and then removed within weeks of their debut.
