I-475 @ exit 177

Florida Turnpike @ exit 328
US-27 @ exit 289
US-192
Is that faster than taking the turnpike to I-4 to disney, because I believe that turnpike -> i4 -> disney is very similar in time driven to turnpike -> 429 -> western way. Just wondering :)

The speed limit is as follows:

45 mph from 429 to the bridge.
35 from the bridge to Lake Buena Vista
40 on LBV (right takes you to BB and AK) (left takes you to MGM, EPCOT, etc.) Note that parts of LBV are 45 mph, but when you turn off Western Way onto LBV it is 40 mph and there are no signs in that area.

So THATS what it was!!!! Everyday getting off I-4 to WDW I saw it there being built and wondered what the sam hill it was!! NEAT-O GUYS! WAY TO GO!

Is it 100% complete?

429 is currently starts on the north end in Apopka (way north of the turnpike) it ends at 192 (south of the disney exit) for now. Progress looks good on the stretch from 192 to I-4, the toll plaza red lights are now on as well. Constuction of that section was delayed due to a near by wildfire this past summer.

I don't know if we saved much time vs going to I-4, but Western Way was a MUCH nicer ride. The empty road and natural scenery was a much more pleasant way to arrive at Disney rather than flying past the tourist traps along I-4. And didn't Cars teach us to enjoy the ride? :D

Here's the map from the OOCEA(Orlando-Orange County Expressway Authority) showing all the roadways, including the 429.

Edit: Sorry that it's a little small. The original was a pdf file that was too big to post here. The purple stretch of road on the left that eventually becomes green and white is the 429, just for clarification. The purple is what was completed before the roadway reached 192, the green and white is from where it had been finished onward to the 192 and the dotted line shows where the expansion will eventually reach I-4. Additionally, the green and white stretch of the 429 is run by the Turnpike Authority, while the purple is run by the OOCEA. If you run across any problems along those stretches, those are the individual agencies to contact. And western way is where in that photo? I only see the exit...
Sorry TimeTrip, I stand corrected. You are right, that map shows the Western Beltway, but not the Western Way connector.
Here's another, though the detail is not much, but will give a better idea of where the Western Way connects to Osceola Parkway.
