Brazil is highly overrated. The World Cup was a financial, political, and social disaster. You would think that a soccer crazy country with a burgeoning middle class and large population would be able to fill a soccer stadium every now and then. Those World Cup stadiums are already decaying. The local governments can't afford, and are unwilling, to upkeep a vacant venue that was already in need of extensive repairs the day after it opened because of shoddy construction.
And the Olympics? Pfft. Window dressing. Streets of America, IOC style.
Disney cannot open a park in Brazil without getting its own hands dirty, and the risk is too high for Disney to play that game.
