I'm going to jump into the fray. I have worked at a Fortune 500 company for many years prior to leaving 2 years ago, and also did a lot of work with statistical controls/analysis.
Corporate espionage is a real problem for all companies in the US, from both other US companies and abroad. Now for WDW, the competition comes from other theme parks, and they could easily use webcam shots to determine if a special event they were holding was making a dent in WDW attendance. One of the best ways to perform statistical analysis is to use regular, repeated data on a stabdard interval, such as a webcam shot of the same place in the park at the same time of day. Would this be of value, yes. Even more so, because if you have data for several years, you can determin if the trend is increasing/decreasing/staying the same. The competition could then extrapolate what their most successful programs were to "steal" visitors from their rivals. Would Disney do the same? Absolutely.
My guess is that the "New" webcams will allow for Disney to review them prior to broadcast, and monitor what the content would be.
As for webcam photo quality, there are a lot of simple programs that "enhance" images, so what may appear to us to be an out of focus blob of human mass can be cleared up into a countable number of individuals.
Again, let me reiterate that corporate espionage is another way of saying that you will get a leg up on the competition. It is something that is always on the minds of large corporation, especially those who are the leaders.
