Can I eat breakfast at a Disney resort that doesn't require a dining reservation if I'm not staying on property?

That's not always true. Without a dining reservation at times they will not let you park at any of the monorail resorts as well as the Yacht & Beach Club.
Unfortunately, there's really no hard-and-fast rule on when you can expect to be allowed to park at a given resort on a given day. We were once waved through the guard shack at the Contemporary in August by telling them we were getting breakfast at the Contempo Cafe (no ADR), and weren't even given the (I assume) standard three-hour limited parking pass.

On occasions I've had it work and not work. It seems to depend on how busy the resort is. Take your chances but be prepared to be turned away and embarrassed a bit if you don't really have a reservation.
