Almost certainly not. This permit was filed by Facility Asset Management, not Walt Disney Imagineering. Any changes related to those projects would likely be part of those projects and managed by Imagineering.I also wouldn't be surprised if part of this has to do with the fact that they'll need to do new landscaping and likely a new(ish) queue for the cars villains expansions. Heck they'll probably need to figure out the new sightlines and hiding its show building with new paint or keeping some of the big trees.

Actually, If you look at the original formulation of the scene before the Hatbox Ghost was removed it was heavily implied she beheaded him.This is one time I'm not upset about losing the latest design element in a ride. Constance as an axe murderer is a recent addition as far as HM history goes. I would rather she go back to a version where she's eerie and mysterious anyway. More like the one below which I hear DL now has a variation of.

TDO loves their Mansion. Little tweaks around the resort have been welcome (like the Ichabod window projection). Even if you don’t love the Hatbox Ghost placement - his setup and backdrop is great.None of us know, but recent output suggests they don’t.

There is concept art of bats in the stretch room, but it's from the 2006 makeover. The project went over budget so the hanging man portion was cut and will be addressed in future refurbishments.
