Dining plan changes clarification

Can someone help me understand this particular change to the Disney Dining Plan for 2016? I've seen numerous blogs say something along the lines of "you can use dining credits to pay for people at your table who aren't on the Disney Dining Plan," but I haven't seen anything official from Disney that confirms this. For my upcoming trip, we have a large party in two separate rooms for seven nights, four adults in one room and two adults in the other. We'd like to buy the dining plan for the room of four adults but then share the credits among the six of us. Can someone confirm whether this is possible?

The old brochure included the wording "You may not use your Key to the World card to redeem meals or snacks for Guests who are not on your Disney Dining Plan."

The new brochure at disneyworld.disney.go.com/media/wdw_nextgen/CoreCatalog/WaltDisneyWorld/en_us/PDF/2015Dining.pdf doesn't have this wording so it is assumed you can do anything you like.

Thanks. I called and talked to one cast member who had never heard of any such thing and told me I was definitely wrong. Then I called back and spoke to a second cast member who thought I was wrong but checked with a supervisor who said I was right. With that kind of internal confusion, I hope to hear from someone who's actually done this in the last few months to see how it went.

I'm sure I've seen reports on DIS Boards of it being done. I guess the confusion on the phones could also be that the new brochure doesn't say you can use credits for people not on your reservation, but it just no longer says you can't.
 
In the past I've used my credits to pay for people not on my plan. I paid for my grandmother once and another time it was our departure day and we had 5 credits left because we had a horrible meal refunded and at CP they let us pick a family and pay for their breakfast.
