Interesting find. I've never heard this before. Don't believe it's from Epcot but I wouldn't be surprised if it's an obscure loop from Tokyo Disney Sea.
Could this be a demo used during the NFFC convention referenced in the link below? It has a very tinny orchestration, obviously all synthesized, like most demos.

It sounds like California Adventure music, so it wouldn't surprise me if it really is an original piece for WestCOT.

Ah yep! Did that a year or so ago with @MonorailRed as an armchair imagineering project here. Later on I can check on the site where the music came from!
