It probably was a training gap in the location managers. We don't even know if the staff KNEW they were intentionally violating the code.. or if they had tried any mitigations.. we're just assuming some big conspiracy to avoid the law.
Even if they were only selling the bottled drinks, something that can be done in a store environment without food handling procedures, it would still be a shut down violation.

Likewise, you can present health inspection results in dry spreadsheet format without further commentary, but where's the fun in that?

Yes, but relevant to what was quoted how?

The entire thread is pointless besides the fundamental that we know this location needs running water, and was operating without, and was correctable in a quick fashion.

Everything else is speculative and futile without more insight into the decisions made.

That bar wasn't shut down because my skates were always pristine, like my soul! 😇

Also, in '78 I was dating the county health inspector. And the bar's manager. And the skate shop owner. :devilish:
