Daughter wants to work at WDW

Hi everyone and thanks in advance for any advice. My daughter has always dreamed of relocating from TN to FL and working for Disney after high school. No college aspirations at this time. My question is: does she need to wait until she's 18 to apply? (I read that you have to be at least 18 to begin work, of course.) I didn't know if they interviewed prior to the 18th birthday when relocation was a factor (especially for me as the parent!) Thank you all and I apologize if I'm asking the obvious.

Disney has a college program she may be interested in. She can apply after her first semester of college, and work as an intern, sort of an entry level management position, for a semester while in college.

I was able to relocate from Alabama before my seasonal job in attractions started. It's possible. I literally moved to Orlando 3 days before my interview.
