Yeah, not sure why those countries are included
Typically you only see the Norwegian and Swedish flags heavily in Seattle, especially in the Ballard neighborhood, which is heavily Scandinavian.

Finland and Iceland are Nordic countries though, along with Norway, Denmark and Sweden.
I'm not familiar with Ballard, but if it's a Nordic district as opposed to Scandinavian, then the flags would be accurate.
