Costumes at MNSSHP

1. If I go as Jack and don’t pretend that I am a cast member will I get any flack?

and third parts of your question is yes... please don't bring them

I don't think you have anything to worry about since:

1. Jack Sparrow isn't a Character in the park that does meet and greets, so I don't think you would be confused with a CM.
2. Cast Members don't dress up for MNSSHP so they won't be confused with guests, and they all have their nametags on.
3. I don't see why a plastic sword or a fake gun would be a problem, I mean they sell them in the parks so i'm 100% sure you'll be fine.

Do the same rules apply for disneyland? Because every year around july at the anaheim convention center there is an exposition called Anime expo ( http://www.anime-expo.org/ ) And some of the attendants like to cosplay (costume play) And some attendents were denied entrance to disneyland because of the costumes they wore. Now is this rule enforced regularly or just during that event?
