Okay! I am running the 5k next week eek! I haven't ran in almost 2 years. Anyways.. Here are some pics of what I have to work with. So any help on making my Elsa costume would be greatly appreciated

The white I'd cut into the cape and sew right below your shoulder blades (if you use hot glue and then some well placed stitches that might be better depending on if you are okay with hot gluing to this running top). As another suggestion Old Navy has really cheap white tanks (or at least should) that are really soft and I wore the black one as Anna for the WDW Half. If you go the tank top route make sure to secure the tank top to your sports bra so the cape doesn't pull it back.
The blue gets harder (especially because I can't tell if it's heavy). If it's heavier I'd put a seam on one side and probably sew/hot glue/combo onto the top making a "tube top" look on just the front of the tank and then make sure to secure the sides and bottom. If it's lighter you could probably do a full tube and then affix to the white tank top at the top (depending if the fabric has so give you should be okay getting in and out, you should check this before making final decisions though).
If you are a master seamstress go to town! I'm more of a find stuff and then modify it type girl. The only thing I sewed on my Anna costume was the cape fastener, the rest was painted or cut.
Are you planning to make the blue a skirt or a dress? If you are absolutely dead set on using that fabric, I would stick with a skirt only since it's woven instead of a knit and would be pretty uncomfy (not to mention sweaty!) to run in. You could make it a cool high-low hem circle skirt which would make it flowy in the back. All that really means is cutting it in a big oval and then the waist hole offset. Make the waist elastic so it's comfy. If you wanted it to be a dress I'd honestly look for a knit fabric. They do make some pretty sparkle spandex fabrics out there!
For the cape be sure to cut it into the right shape instead of just using a rectangle, and I'd either sew or safety pin it to the back of the tank. I agree with Katherine about securing the tank to your bra to keep everything together, though organza isn't that heavy (unless your tank is one of those tank-bra combos).
I have a skirt already and there is a big square in the back that I can safety pin the lace fabric to. I don't have to use the fabric I thought the blue one felt kind of warm to run in anyways. Yeah I am wishing I had gone with Anna now! Lol Seems easier as I have a black tank top. But I do love my running top so Elsa it will be . Lol My hair is kind of short right now so not sure how to add sparkly things to it. But I might get a mini tiara? I haven't ran with a tiara in my hair in awhile. I literally just signed up for this 5k 2-3 weeks ago on the whim and haven't ran seriously in 2 years. So haven't had time to really train and train with my costume. Plus this time I have been working full time so it has been hard to fit time in to do a costume. Thank you so much for the cape outline I have to work on it this weekend! My tank is one of the bra/tank combos but will be wearing a sports bra as well (breastfeeding so need extra support!).
I figured if I didn't use the material or whatever material I had left over I would sew to make an Elsa "cape" for my Frozen obsessed 5 year old

So I ended up getting completely different fabric pattern. I tried the snowflake and it looked awful. So went back to the drawing board with a different color/pattern and I am pretty happy with it! I go for comfort over elaborate costume lol I have a sparkly tiara I might wear
