Again... NO PERMISSION is required. You don't even have to contact the copyright holder(They have no choice in the matter). You pay royalties through a service such as Harry Fox, and that's pretty much the end of it(a mechanical license is not considered permission).

I was confusing mechanical license with a sync license. As I said earlier it's been a while...

However, I take issue with your statement that "a mechanical license is not considered permission". In order to receive a mechanical license you must pay the fee associated. In effect, you are buying permission.

Getting a license to do anything is getting permission. If you don't have a driver's license you don't have permission to drive. Same goes with fishing or being a massage therapist or carrying a firearm. You need a license, a.k.a. permission.

After posting this, just for fun, I went to Dictionary.com and looked up "license". It said "formal permission from a governmental or other constituted authority to do something, as to carry on some business or profession." You can see it for yourself here

You don't need to ask for anyone's permission. You just pay the royalties... If you ask someone like, say, Prince, he would say NO... Well, you don't need his permission, you just get that license(Which is not approved, just granted automatically) and crank out your tunes. Prince get's richer, even though he will probably not be happy with your version of his tune. Que sera, sera...

You're dwelling in semantics. I've dealt with this stuff for years, and I can tell you.. It is not "permission"!
