You're right. I was going to add teen boys as the exception, but then didn't.One of my son's went basically an entire MN winter wearing shorts (he wore pants exactly one day all winter), including the days when it was below zero F.
People tend to forget that even if the temps are in the 50's in the evening in Orlando, it feels colder because it's dark. Add in any wind and it gets cold very quickly. We've experienced many days where the highs were in the low 70's but once the sun went down, you needed a jacket and pants or you were freezing.
