Can anyone tell me why Kenny The Pirate has access to advance information about the time and location of Character Pallooza at DHS (and is allowed to sell it), but no one else seems to have it?

character-palooza has always been "unofficial" event but runs like clockwork lol

I used to enjoy doing it in previous years when it was in the animation building but since the changes ive not done one. would like to try and get one in my 2019 trip
