Changing my vouchers

On 12th August we will arrive in WDW for our first visit. We live in the Netherlands (Europe) and we had the chance to buy an entrance pass for WDW for 30 days in a row. It is called the Fun in the Sun Pass.
For this pas we will receive vouchers from our travel agency. So we have the change these vouchers into entrance tickets. We must go to a Guest Relations office of one of the parks. I know that there are two offices in Downtown Disney. Are the Guest Relations offices of the Parks outside or inside the entrance/turnstiles?

If you mean the ticket booths...they're just outside the actual park entrances. I'm pretty sure that's where you'd want to redeem your tickets. :)

I heard that the CM's in the Ticket Boots don't like to change the vouchers, they want to sell tickets only. Other Europeans who changed these vouchers said that Guest Relations is a better place to change them. So therefore my questions where the Guest relations offices are situated (outside or inside the Parks)

Depending on which park you go to, you just take the passes to ANY open ticket window. The only time a vacation planner would tell you to go to Guest Relations is if they're having a problem with your reservation, and a manager approves it.
Trust me I know, I was a vacation planner just 2 months ago, I saw plenty of those passes.
For Magic Kingdom you should go to the Transportaion and Ticket Center located across the Seven Seas Lagoon from the park.
At Disney-MGM Studios, Disney's Animal Kingdom, and EPCOT the ticket windows are all directly in front of the park and turnstiles.

Fun in the Sun passes are also good for other area attractions.

I just got back yesterday from a visit, and boy was it hot there!
