Can't post photos in threads

How can I get the ability, as most others seem to have, to be able to attach a vacation photo to a posting in a thread? For example, there's a thread out there called "WDW Photo of the day" (or something like that), but when I try and make a new post, the bottom of the post page says I "may not post attachments". How can I get that ability?

You can download them into your WDWMagic photo album, open up the picture that you want to post, click on properties and copy the address. The go to your post, click on the yellow icon that looks like a mountain, and paste the address there.

Any user can add a photo to their photoalbum and link or embed that photo in a post.
