With enough money, just about anything is possible.
could they expand ? Sure they could. But could they do it cost effectively. In some areas, yes, in others no.
Example. Yes, a good chunk of the WDW property is wetlands. You can build on wetlands ..... however the general rule is for ever acre you destroy you have to build 2 acres of artificial wetlands someplace else. Land acquisition aside, the cost to build a wetland environment is quite high. Yes, it has been done, most of the time on the order of a 1/4 acre or so, where a project encroaches onto wetlands, but otherwise is viable, but not at WDW as far as I know.
