Can Castmembers have sideburns and mustaches?

Yes, you can have a mustache is just has to be nicely trimmed as well as the sideburns. The burns can't go past the ear lobe. Beards are a no-no unless you have a skin condition like a former co-worker of mine.

You also need to have it when hired or grow it while vacation. You can't grow it during the process of working as they don't want you looky shabby with a half grown moustache.

For the longest time any facial hair was taboo. Isn't it ironic, because Walt himself sported that jaunty looking mustache for most of his adult life?

Also interesting is that apparently anything goes in Imagineering. Joe Rhode: tons o' facial hair, plus that huge earring thingy.

Facial Hair

* For all male Cast Members, mustaches are permitted, but must be neatly trimmed and not present a bushy or unkempt appearance.
* Mustaches must not extend onto or over the upper lip and must extend to the corners of the mouth, but not beyond or below the corners.
* Aside from mustaches, Cast Members are expected to be clean-shaven every day. Beards, goatees and any extreme mustache styles are prohibited.
* Mustaches must be fully grown on the Cast Member's hire date or must be fully grown during vacation or other non-working periods. No exceptions.

Well, the "artist" type roles don't have the restrictions that the WDW CMs do. Imagineering, Animation, etc.

There was also a discussion a month or two ago about Entertainment CMs being able to go outside the normal guidelines with the OK of management. Things like tribal tattoos for the Luau performers, facial hair for Streetmosphere entertainers, earrings on men at Pleasure Island.

Correct. Appearance guidelines for creative professionals (and professionals in general) within TWDC are much more lax than those for frontline guest contact CM's

well, typically that's also part of their costume. The mustache can typically be peeled off at the end of the day ;) and the tattoos come off in the shower.

Walt grew up because he had such a youthful appearance until his 30's, he felt it would help him appear older and be taken more seriously.

Not always. Back when Animal Kingdom first opened, there was a Streetmosphere performer in Dinoland who had a real goatee (just his chin, "gy" style). But yes, many of the characters with facial hair (Phoebus and Clopin come to mind) have stick-ons.

I used to have a goatee before I went to work for Disney. I trimmed it down to a mustache while I was working there and then when I got home I completely shaved it off. Now I think I look ridiculous in all my CM pictures LOL

Which one was it? If it was an AEA guy on Disney's payroll, he should have been clean shaven regardless... however if it was someone that was contracted, they could have easily gotten away with it :)
