Hopefully just temporary for test-and-adjust of Beacons of Magic on SSE. It's likely the only way they'd see the lighting elements on the top of SSE.

It looks like nothing more than a standard PTZ camera. Even at that height and assuming it was a higher MP camera, it wouldn’t be useful for anything other than really wide angle shots.

This appears to be a relatively cheap PTZ camera and isn't capable of an extreme degree of optical zoom. I'll say its temporary and for the testing of the beacons of light. I doubt it would be very useful to track guests.

Those type of cameras are all over London, a city full of surveillance cameras watching people and traffic.
